Guide for Authors

The Editorial Board of “Transbaikalian Medical Bulletin” asks authors to read carefully the following submission guideline.

The Rules are based on the Civil Code of the Russian Federation, Federal Law  №  5351-1 “On Author Rights and Relevant Rights” dated 09.07.1993 with all amendments (19.07.1995, 20.07.2004), Federal Law № 2124-I “On Mass Media” dated 27.12.1991 with all amendments. The Rules regulate the relationships between the Editorial Board of  “Transbaikalian Medical Bulletin”  referred as “Editorial Board” and an author who submit a manuscript referred as “Author”.

“Transbaikalian Medical Bulletin” publishes original articles presenting results of basic researches and clinical studies, as well as literature reviews on medicine. An article should meet all requirements of Helsinki Declaration, ethic standards of Committee on Experiments and Standards of Good Clinical Practice (GOST P 52379-2005). Submission of an article implies that the work described has not been published previously, that it is not under consideration for publication elsewhere.

Author Rights and Responsibilities

Submission of an article means that the authors transfer the rights for publication to the Editorial Board. Responsibility for the contents of a manuscript rests upon the authors and not on this journal. By submitting a manuscript, the authors agree that the nonexclusive property rights for publication of their article (including photographs, figures, charts, tables, etc.) in the journal and the Internet is transferred to the Editorial Board. A third party should seek permission from the rights holder to reproduce any substantial part of a copyrighted work for commercial purposes. The author(s) guarantees his exclusive rights for the work submitted to the Editorial Board. In case of violation of this guarantee by the author(s) and giving rise to a claim to the Editorial Board by a third party, the authors are subject to regulate all claims themselves. The Editorial Board is not responsible for authors’ violation of the guarantee before a third party. Authors have rights to use their works or excerpts for personal usage, teaching and scholarly purposes without needing to seek permission. Copyrights are considered to be transferred to the Editorial Board at the moment when a manuscript is accepted for publiсation.  A third party should obtain a written permission from the Editorial Board to re-use content published by “Transbaikalian Medical Bulletin” indicating the journal, volume and year of publication.

Peer Review Guideline

All submissions are reviewed and discussed by the Editorial Board. Peer review of articles is performed to maintain high scientific and theoretical level of the journal and to select the most valuable and relevant (promising) research papers. The article is sent for review to the specialist, Doctor or Candidate of Science who is the closest to the topic of scientific specialization.

Reviewers are notified that the articles are the intellectual property of the authors and the information should not be subjected to disclosure. Reviewers are not allowed to make copies for their personal needs. The review deadline in each case is determined individually, taking into account creating conditions for article publication. The review is made confidentially. The author has the opportunity to get acquainted with the review. The violation of confidentiality is possible only in case of the reviewer's statement about the unreliability or falsification of materials contained in the article. If the review contains recommendations for revision or modification of the article, the Executive Secretary of the Editorial Board sends the author the review with the attached comments and suggestions to improve the manuscript or give the arguments (partially or fully) to refute them. A revised paper is resubmitted for review. The article is not re-reviewed, if it is not recommended by the reviewer for publication. The negative review is sent to the author by e-mail, fax or regular mail. The results of the review are discussed at the meetings of the Editorial Board, where the final decision on article publication is made. The originals are kept in the editorial "Zabaikalsky Medical Bulletin" for five years and if necessary are available upon request of the expert councils of the Higher Attestation Commission.

Not permitted for publication:

  • articles failing to meet the requirements, the authors of which refuse from technical revision of articles
  • authors of the article who do not make revision or give their arguments.

Article format requirement

A manuscript should be submitted in one copy typed on A4 paper (the font is Times New Roman, 14 point-size, 1.5 line spacing) with 2-cm margins on both sides of the text. The electronic version should be presented in a CD ROM thumb drive and should be attached to the manuscript and sent by e-mail Данный адрес e-mail защищен от спам-ботов, Вам необходимо включить Javascript для его просмотра. in the Word format doc (MS WORD).

An official referral from the institution where the work has been done should be attached to the manuscript. The first page of the article should have the author’s research supervisor visa certified by the round stamp of the institution. The last page should include all authors’ signatures. The article should contain the information about the author who is responsible for contacting the editorial staff (full name and patronymic, full postal and e-mail address and telephone number).

According to the HAC demands the separate attached page should contain the following data to be published in the journal: 1) type the author's name: first name, middle initials, and last name 2) scientific degree, scientific position 3) place of employment: the full name of the institution (department, clinics, laboratory etc.) 4) full postal address (institution preferably) 5) e-mail 6) telephone number and fax.

An original article should not exceed 15 pages; scientific review - no more than 20 pages.

The title page should contain the following: УДК index (left alignment); the authors’ initials and surnames (initials after the surname, Bold, Centered Alignment); title (Capital letters, Bold, Centered Alignment); the full name of authors' affiliation (Bold, Italics, Centered Alignment). The authors’ surnames, full names and patronymics, affiliation, position should be translated into English.

The structure of the original article should include:

  • Introduction presents the purpose and necessity of the research, and reviews the present-day situation with the subject under study, including references to the most significant relevant papers.
  • Materials and Methods includes the qualitative and quantitative parameters of the subject studied, inclusive and exclusive criteria, all the methods of scientific research used in the work must be mentioned, as well as statistical data processing methods. All the methods are described in such a way that other scientists may represent a similar research properly. The article must contain a brief description of the original methods and the references to the standard methods.  All the medications and chemical substances are indicated including their brands, doses, and ways of usage. The full list of statistical processing methods and the criteria of hypothesis verification used in the research is given. The critical value of r used in the research is given. The procedure of distribution law testing with the results is described for parametric criteria. The type of statistical analysis package must also be indicated in the article. The descriptive statistics is given according to the type of data distribution.
  • Results must be arranged logically in the text, tables, and figures. The results of the calculations obtained must be rounded: the mean values – to the nearest tenth, the standard deviation and the margin of error - to the nearest hundredth.
  • The discussion presents the newest and most important aspects of the research. The author draws relevant conclusions. The application area and restrictions for the results obtained are discussed. The results obtained are compared with other results in the related field of science. It is very important to avoid drawing baseless conclusions and statements irrelevant to the data obtained. If it is necessary, new hypothesis can be put forward, but it must have a clear definition as a “hypothesis”.

Review commonly assesses, analyzes, correlates and identifies the most important directions of the development of science and its fields, its phenomena, events, etc. The problematic of the article is desirable. The contents should demonstrate ambivalent views on the development of science and practice. There should be conclusions, generalizations, consolidated data in the article. No more than 3-4 tables must be included. The contents of the tables must be brief and significant. All the items must be presented in separate lines.

Tables (3-4 in number) should be placed in the main text in numerical order. Tables should contain concise data corresponding to the text. All items are presented in separate line. The name of the table is centered on the page; the table number is aligned on the right side of the page.

Figures are placed within the main text. Figures should not duplicate data presented in the tables. Figures are numbered sequentially according to the order in which they appear in the text. Illustrations should be performed in graphic editors as black and white files; in the diagrams shading is recommended (the fill is not allowed to use). Images are required in JPEG, TIFF formats with a minimum resolution of 300x300 dpi. The figures must also be submitted electronically as separate files.

References should be provided in alphabetical order (first - works of Russian authors, then – foreign ones) on a separate sheet. Each reference in the text should be given as an Arabic numeral enclosed by square brackets in accordance with the attached list of references. The names of individual authors mentioned in the text should be cited in full (surname preceded by the first letters of the name and patronymic), with the names of the foreign authors appearing in the native spelling. It is recommended to cite not more than 15 sources in original papers, and not more than 60 sources in reviews.  References are given according to Russian National Standard GOST R 7.0.May 2008 "References." Shortening of words and phrases are made in accordance with Russian National Standard GOST 7.11-78 "Shortening of words and phrases in foreign and European languages in the list of references of printed works" and 7.12-77 "Shortening of Russian words and phrases in the list of references of printed works."

The text of the paper must be thoroughly edited and verified by the author(s) before submission. Special attention should be given to the tables, formulas, figures, and quotations.

The manuscripts failing to meet the above submission criteria will not be accepted and returned to the authors for revision.

The Editorial Board reserves the right to edit and shorten the text article, not changing the scientific meaning of work.

Each original research paper must be supplemented by an abstract on a separate sheet.  The size of the abstract should not exceed 12 lines. The abstract should be divided into the following sections: the aim of the study, its methods, the results obtained and conclusion. The abstract must be accompanied by 3-10 key words to facilitate indexing of the article in the information storage and retrieval systems.  The abstract and keywords should be translated into English.  The abstract should not duplicate the text of paper, but acquaint with its content without reference to the full text. Good abstract in English allow foreign scientists to get acquainted with the content of the article and therefore increase the publications citing by foreign colleagues.
