THE RULES OF ARTICLES REVIEWING

All submissions are reviewed and discussed by the editorial Board. The review (expert assessment) of articles is performed to maintain high scientific and theoretical level of the issue and to select the most valuable and relevant (promising) research papers. The article is sent for review to the specialist, doctor or candidate of Sciences who is the closest to the topic of scientific specialization.

Reviewers are notified that the articles are the intellectual property of the authors and the information should not be subjected to disclosure. Reviewers are not allowed to make copies for their needs. The review deadline in each case is determined individually, taking into account the creative conditions for maximum article publication. The review is made confidentially. The author has the opportunity to get acquainted with the text of the review. The breach of confidentiality is possible only in the case of the reviewer's statement about the unreliability or falsification of materials contained in the article. If the review contains recommendations for correction or revision of the article, the Executive Secretary of the editorial Board sends the author the text of the review with a proposal to take them into account in preparing a new version of the article or give the arguments (partially or fully) to refute them. A revised paper is resubmitted for review. The article is not re-reviewed, if it is not recommended by the reviewer for publication. The negative review is sent to the author by e-mail, fax or regular mail. The results of the review are discussed at the meetings of the editorial Board, where the final decision on article publication is adopted. The originals are kept in the editorial "Transbaikalian Medical Bulletin" for five years and if necessary are to be provided on request of the expert councils of the higher attestation Commission.

Not permitted for publication:

• articles failing to meet the requirements, the authors of which refuse technical revision of the articles;
• authors of the article do not make constructive comments of the reviewer or not refute their arguments.
